The municipal library of Porto Sant'Elpidio was founded in 1976 following a donation by a Cultural Center (located in a hamlet of the village) of two thousand volumes of general character and not of particular historical interest.

With resolution No. 206 on the 20^th November 1978 the first regulation of the library is established.

Initially, the library was located at the former commercial building (now the town hall), it was then transferred to via Fontanella on the first floor of the gymnasium of the elementary school but, this arrangement appeared provisional and inhospitable, the catalogue was divided into two large notebooks: one by authors and another by subjects; there was no cataloging standard. In 1994 the library along with the Culture and public education sector moves to the second floor of Villa Murri, an ancient villa of the end of the 800s, recently restored.

In the villa are established: on the first floor, an audio-visual room and a cultural meeting room, on the ground floor an exhibition hall and on the third floor a ludoteca, which becomes a cultural center full of initiatives.

In 2004 the library is transferred to the ground floor together with the youth information office, a few meters from the main body of Villa Murri.

The library contains approximately 10,000 volumes of the following types: fiction, non-fiction, art, law, encyclopedias of: art, literature, music, philosophy, various etc., year books ... Furthermore there is also a special section devoted to teen-agers.

Services: No. 4 internet stations, Audio-Video Room with video library of Films, Documentaries and Cartoons, Reproductions and Supplying documents, Interlibrary loaning.
