It was set up in 1688 and it opened at the end of the 16th century.

Over the following centuries the city library's heritage was enriched considerably, thanks to other donations and careful purchases that have allowed the creation of that precious ancient Collection, which under this profile of the municipality of Fermo has made it one of most prestigious libraries and major heritages of central Italy.

The most prestigious Collection of the Municipal Library of Fermo is named after Romulus Spezioli (1642-1723).

The most notable collection that was acquired during the 19th century by the library is however the one of the brothers Raphael and Gaetano De Minicis. Their collections were not just of books but also of archaeological, epigraphical, numismatic and artistic interests.

Of these and of all other patrimonial additions Philip Raffaelli leaves direct testimony in his bibliographic and artistic Report on the library, which he became responsible for in 1872.

By the end of the 19th century the growth of the library's heritage had continued without major setbacks, except those imposed by wartime periods, tied to purchasing policies and targeted to new donations of the 20th century, including book collections of Filoni, Maranesi and Gigliucci, to which must be added - very relevant for the purpose of increasing the Collections between the late 1800s and early 1900s - the acquisition of printed works and drawings owned by the architect from Fermo Giovanni Battista Carducci (1806-1878), which today constitutes almost all of the rich special collection of the Fermo library's Prints and Drawings.

The most recent and relevant acquisitions date back to about a decade ago with the libraries of Alvaro Valentini and Firmino Sifonia, which have expanded the library's heritage both on the literary and musical side.

The Archive of Ascoli, which was set up as the Section of the State Archives with the d.m. 26 April 1954 became the State Archives following the Sept. 30 d.p.r. 1963, n.1409. The reality is that it only started its real activity in May 1962, upon receiving the first disbursements of documentary material, following the completion of the specially built venue. Pending the completion of this, a complete census was carried out of the State documentary material that was to be to merged with the Institute l. The census revealed the following situation: the lack in the province, unlike others, of a pre-existing nucleus of scriptures and of archives concentrated and preserved in the capital under some corporation or local institution; an extreme dispersion of documentary material in many minor places (extreme case of the notary archives scattered throughout almost all the municipalities); the poor condition of preservation of the material, especially the most ancient; a state of complete disorganization and total untidiness, due to both poor housing and the neglect of those who had them in their custody, both caused by the repeated relocations, from one place to another, and often even from one municipality to another. It follows that the archives kept in the Institute are often full of lacunae and some have still not been sorted out. It should in fact be noted that more than a third of the material censured in 1959 is still out of the State Archives 2. The current province of Ascoli Piceno was born from the joining of two provinces of the pre-unitary period, those of Ascoli and Fermo (even the new post-unitary Province remained divided into two districts until 1926: Ascoli Piceno and Fermo). The Archive mainly preserves the documentary material connected with Ascoli and its former district, while the documentary material relating to Fermo and its former territory is preserved in the State Archive of Fermo. It is superfluous to finally warn that important documentation for the history of Ascoli and its territory, is located in the institutions which preserve the archives of the central ministries and of the bodies and offices of regional competence of the various States, which the province of Ascoli Piceno was part of over time: so for example 1'AS Roma, 1'AS Macerata and, to a lesser extent, 1'AS Ancona. The report of the collections indicates Ascoli or Ascoli Piceno, depending on whether their terminal data is before or after 1862, the year in which the town assumed its present name.

The library was founded in 2003, simultaneously with the reconstitution of the Institute for the history of the liberation movement in the Marche-sez. Alto Piceno Fermo, which activated an agreement with the province of Ascoli Piceno for the management and promotion of a Provincial Library of contemporary History. Currently, the library has a wealth of about 3000 volumes and 35 magazine titles (for a total of about 700 issues).
